RHA administers 177 Housing Choice Vouchers under the Section 8 Voucher Program. Section 8 was authorized by the Housing and Community Development Act of 1974. This act signaled a shift from locally-owned public housing to the use of privately- owned rental housing as the primary federal housing program. RHA administers 39 Mainstream Vouchers. The Mainstream Vouchers assist non-elderly persons with disabilities and are administered using the same rules as other housing choice vouchers. RHA administers several grant programs including the Capital Fund Program, the Family Self Sufficiency (FSS) Program and the Resident Opportunities and Self Sufficiency (ROSS) grant program.
